It is a limited company with independent legal personality qualification registered by Dalian Industrial and Commercial Taxation Bureau. In 2011, it was approved by Liaoning Maritime Safety Administration to become a Class B service organization. 2015 Quality management system, became the supervisor unit of Liaoning Seafarers Service Industry Association in 2013, and registered Mingyang International Ship Management Co., LTD in Hong Kong in the same year. In 2014, it was approved by Liaoning Maritime Safety Administration to become a Class A service organization, and in 2015, it was approved by the Ministry of Communications to have the qualification of international ship management, ship agency and freight forwarder. In 2019, it obtained the labor dispatch business license issued by Dalian Human Resources and Social Security Bureau.
